The Chicago Metropolitan Agency for Planning is developing GOTO 2040, the seven-county region’s first truly comprehensive plan intended to guide transit developments for the rest of the century. The panel looks back on the history of road-planning and the slow implementation of the CTA, while championing Chicago’s hoped-for adaptation of high-speed rail, inspired by European models.
