    Randy Blankenhorn is the Executive Director of the Chicago Metropolitan Agency for Planning, responsible for comprehensive planning integrating transportation and land use across the seven-county region.  He and his staff are developing GO TO 2040, metropolitan Chicago’s comprehensive regional plan that will guide growth in the seven counties for the rest of the century.

    Rick Harnish is the Executive Director of the Midwest High Speed Rail Association, a member-supported not-for-profit organization advocating fast, frequent, and dependable high-speed rail throughout the Midwest.  He has educated thousands of government and business leaders and helped improve passenger rail service throughout Illinois.

    Howard Learner is the President and Executive Director of the Environmental Law and Policy Center.  Before founding ELPC, he was the General Counsel of Business and Professional People for the Public Interest, a public interest law center specializing in complex civil litigation and policy development.  He is an Adjunct Professor at Northwestern University Law School.

    Andrew Plummer is a transportation consultant and historian.  He retired as Associate Director of the Chicago Area Transportation Study in 1999.  He had worked previously with the Chicago Bureau of Street Traffic and later with the Lake County Transportation Study.

How will metropolitan Chicago look by the year 2040—and how should it look? In the tradition of Daniel Burnham, expert panelists elucidate the ways in which growth patterns and regional prosperity could be ameliorated through better planning.  The Chicago Metropolitan Agency for Planning is developing GOTO 2040, the seven-county region’s first truly comprehensive plan intended to guide transit developments for the rest of the century.  The panel looks back on the history of road-planning and the slow implementation of the CTA, while championing Chicago’s hoped-for adaptation of high-speed rail, inspired by European models.
